Contexte

AFD supports the most vulnerable countries in their adaptation policies and fight against climate change within the framework of the "Adapt'Action" mechanism. IOC Member States are facing an increasing number of hazards exacerbated by the effects of climate change: storms, floods, changes in rainfall, etc. In response to these challenges, the Hydromet project aims to strengthen the regional resilience of Member States by enhancing meteorological, hydrological and climatological services.

The study aims to provide the analyses necessary for the implementation of the regional Hydromet project:
• Economic and financial feasibility study of the regional Hydromet project
• Collection of economic data for further studies
• Implementation of the additional studies required for the financing proposal (Green Climate Fund): 
• Development of economic indicators for project evaluation: consideration of financial costs, economic costs, environmental and social costs
• Carrying out the cost-benefit analysis of the Hydromet project
• Participation in socio-environmental impact studies
• Completion of additional economic and financial studies specific to the project in Mauritius
• Preparation and drafting of the financing proposal, support to AFD in the validation process of the Green Fund proposal
