Although this is one of the founding principles of IWRM (Integrated Water Resources Management), the economic approach remains mostly modest, and rarely finds a final translation in terms of public policy evaluations.
The Water Resource Management Model (WRM) project on the scale of Martinique consists of designing a decision-making tool to evaluate the consequences of public policies and public projects in the water sector, and to measure the impacts on the financing of the public service in general, and the pricing of water services in particular, from the perspective of climate change and sustainable and concerted resource management.

Multidisciplinary project the model is composed of 3 interlocking modules:
• A hydrological module with climate projections to 2050
• A hydraulic model of drinking water production and distribution
• An economic model for valuing water uses in the different economic sectors and for economic calculation
The Resource Management Model is articulated with the existing tools of public water policies, including the SDAGE, the programme of measures, the MIP, etc. This is the main condition for its operational utility.
