The objective of the study is to arbitrate between the economic and financial parameters of nine potential plant sites of equal technicality. Economic study in two stages: 
• Life cycle cost analysis of the 9 scenarios and selection of the selected scenario for phase 2
• Economic and financial analysis of the selected scenario
